About Ofcom
Ofcom is the UK’s media and telecommunications regulator, whose remit includes TV and radio broadcasting, fixed and wireless telephony and Internet services, and spectrum management (literally control of the airwaves). It employs around 860 people, mostly in Central London, plus offices in Belfast, Cardiff, Glasgow and Hertfordshire. Funding in 2008-9 totalled £132m, split roughly 60/40 between the taxpayer and the organisations Ofcom regulates. But continuing efficiency savings have seen its budget fall in real terms, a trend that is targeted to continue. Additionally, under Section 400 of the Communications Act 2003, Ofcom is required to collect fees and payments. In total Ofcom passed £226m (£231m in 2007/08) to the public purse. Section 400 Licence Fees and Penalties do not form part of Ofcom’s reported revenue, and all receipts on the face of these accounts were excluded from revenue in Ofcom’s financial statements. All monies were passed to the UK Exchequer and, where appropriate, to the Treasuries of Northern Ireland, the Isle of Man, Jersey and Guernsey.
